Is a car making a left turn always at fault for a Florida car accident?

Transcript

A car making a left turn has the obligation to yield the right of way to the other vehicle. Is it always at fault? It is almost always at least partially at fault. There are times where the other vehicle is speeding, or running a red light at the same time, and so, both parties can be deemed at fault.
